Program Outline 2006
The Goal
Activate Chattanooga creates a strong partnership with local schools to  increase the safety and number of students walking and biking to school through successful implementation of a Safe Routes to School program in Hamilton County, Tennessee.
The Objective
Hamilton County Safe Routes to School program meets the federal standard for a comprehensive approach by addressing the “5 E’s” Encouragement, Education, Engineering, Evaluation, and Enforcement.
The Plan
The Activate Chattanooga partners develop an arrangement of tasks and responsibilities with the schools and various community participants to implement the program.
Tasks & Responsibilities
Group Presentations
Description: 
Person(s) will be available to give presentations explaining what SRTS is and how it can be accomplished to encourageimplementation of SRTS countywide.  Presentations may need to be given to several groups.  Such groups may include neighborhood organizations, school parent/teacher associations, law enforcement officials, and churches.  Press releases will also be included in this task.

Health/Safety Assessments
Description: 
An agency or agencies will conduct initial and post program student health assessments and/or safety assessments to best evaluateprogram accomplishments and improvements.  These measures will need to be discussed.

School-Parent Coordination
Description: 
Persons will be points of contact, schedulers, coordinators, and organizers for the walk trains, bike buses, ad hoc meetings, rules for each school program and enforcement.  Schools are expected to have varying programs which are to be adequately tailored to meet their needs or desires.
Responsible Persons: 
RPA & other Activate Chattanooga representatives
Thrasher is designating a school and parent SRTS coordinator
Normal Park is designating a school coordinator and may obtain a volunteer parent for assistance
Battle Academy has designated a school coordinator
Others are TBA as schools confirm their participation
Student Programming
Description:
Persons will be available to provide health, safety, transportation, and environmental educationclasses to students at each participating school.  Such classes should include bicycle safety, bicycle instruction, pedestrian orientation, traffic safety, health benefits, and air quality.  A various agency representatives may be needed to accomplish this task.

Infrastructure Assessments
Description:
Agency or agencies will observe and/or collect traffic data specifically associated with traffic engineeringissues hindering or impeding safe bicycle and pedestrian activity.  Some of this data may be solely observational.  This will assist Activate Chattanooga in recommending physical construction projects most suitable for federal funding application (is not a guarantee).
